Comment by David Karabelnikoff on February 7, 2011 at 11:25pm There is a life cycle costing program from Cananda called RETscreen it gives you windows people an additional tool life cycle costing in the ms office environment.
This is what the cold climate housing research center does, Jure is an expert in this but more familar with European "heavy" building design.

Lots of options and opportunities depending on the individual housing stock. As a former energy auditor and weatherization expert, it really takes some expertise to get the biggest bang for the investment unless you get training. You might try the Alaska Housing Finance Corps Energy Rating program to get the services of a certified energy rater/auditor or even become one.
Also, the UAF Cooperative Extension Service has numerous publications as does the Cold Climate Housing Research Center
