The Regional IRP addresses the need for the state power market to be more condusive to IPP development. This makes big wind happen with the way the bond market is for utilities. It will involve a huge educational effort to utlities boards and ultimately rate payers that the IPP structure will still offer long term utility ownership on large energy facilities, that infact they will not be "stuck" with the bill on a long term PPA contract.

Honestly it is a function of exsposure witin the state power market for utlities to become more comfortable with IPP contracts in the fuel mix. It is a huge step!
